Update 2025-12-09: Continued rollout of Product Carbon Footprint - PCF

Below is an update on how Systembolaget intends to continue its work on collecting climate data. The previously planned rollout cycles have been replaced by another logic.

The purpose of Systembolaget’s initiative on PCF is to measure and, over time, reduce the climate impact of our product range, for example by enabling fair comparisons between products within the same segment. We aim to drive this transition by creating proportional, transparent, and equally designed incentives and benefits for products with a lower climate footprint. This is to help counteract climate change and create business advantages for those who choose to transition.

The pilot conducted during the spring and summer of 2025 showed that it is possible to collect primary data from the supply chain on a larger scale. The pilot also clarified which challenges remain and what we need to continue developing together. Examples of areas where the work is now being deepened include:

  • clarity in data ownership and data sharing
  • ensuring data quality and methodology
  • technical questions regarding how calculations can be shared and used between different system environments

To further develop data quality and methodology, we will deepen our collaboration on data collection together with voluntary suppliers who have many data layers or more complex supply chains. Interested suppliers are welcome to participate. The aim is to jointly develop processes that benefit the entire industry. The more data we have in the system, the better the conditions for ensuring quality, comparability, and stability in the calculations.

For other suppliers, our ambition is to reopen the system for data collection at the turn of March/April 2026.

As previously communicated, we intend to introduce climate data as a factor in the ranking. We plan to present how this will work to all our suppliers during the autumn of 2026. This presentation will be a walkthrough for you as suppliers – not a launch or other customer-facing communication. The goal is for climate data to be used as one of several factors in Systembolaget’s ranking model. Before climate data is used in the ranking model, all suppliers will be given the opportunity to supplement and verify their data.

We are also planning to update our customer guidance to include the product’s climate footprint. When this can happen depends on when the process for ensuring data quality is automated and implemented. Well in advance, we will inform you when we begin using the reported data and give all actors the opportunity to choose whether the reported value should be used, and to supplement the reported value.

More information on timelines and processes will be provided in early February 2026.

Systembolaget will also participate at Wine Paris on 9–11 February and at ProWein, as well as other major industry events.

Question: Why can’t we report the climate footprint at company level?

Answer: It is not possible to convert a climate footprint at organisational level into a value at product level. However, having completed that calculation is a good starting point. In order to measure emissions in Scope 3 – i.e., indirect emissions in the value chain – all actors need to collect climate data for the specific products and services they purchase. Therefore, PCF data is required for each specific product.

Question: We have our own calculations of the product’s climate footprint but get different values than CarbonCloud. Why is that, and what are you doing about it?

Answer: It is natural that some variations arise. This is often due to differences in methodology, system boundaries, and assumptions. But even using the same methodology, different data sources and databases for emission factors will produce different results. This means that PCF values calculated in other platforms or systems will most likely vary to some extent.

Our responsibility is to ensure that the same principles and the same methodology are applied equally to all products in our range, so that comparisons are fair and robust. CarbonCloud is the platform we use for data ingestion.

In the long term, we want to reduce duplication of effort and are therefore exploring whether existing PCF calculations in other systems can be used. For this to be possible, they must follow the same methodology, system boundaries, and data quality requirements. This is an ongoing development process, and at present we cannot say if or how such compatibility can be achieved.

Question: Will you introduce third party verification of the data, and if so, who will pay for it?

Answer: We are working together with CarbonCloud on how we can automate processes and routines for data quality, and to define which plausibility checks and manual steps need to be added. We are also reviewing how individual PCFs can be audited and verified in a proportional and predictable way. Our ambition is to have a clear process in place by March 2026.

Question: How are we supposed to collect data from our suppliers if they don’t want to share their business secrets with us/Systembolaget/CarbonCloud?

Answer: We understand that data sharing can be perceived as sensitive. At the same time, we see that the benefits of a data-driven and transparent approach become clearer as the work matures. To support the process, we will therefore continue to:

  • ensure that data ownership and usage are clearly regulated in agreements. Data will not be shared further unless specifically agreed upon.
  • apply proportional requirements on the type of data that needs to be shared
  • ensure data security, so that only authorised parties have access to the information and that business-critical data is protected
  • develop clear and equal incentives linked to the reporting itself, so that benefits are provided fairly and transparently to all who meet the same requirements

Question: Our product is climate certified – why isn’t that enough? Can’t you use the certification’s calculations?

Answer: Climate certifications are an important tool but cannot currently replace PCF reporting outright. The reason is that different types of certifications have different focus areas and therefore different climate-related requirements. A climate-certified product does not necessarily include a completed PCF calculation. And even if a climate footprint has been calculated as part of the certification’s requirements, it is not certain that the same methodology, system boundaries, assumptions, and emission factors have been used.

It is also not guaranteed that the climate footprint calculated within the certification presents the result broken down in the way required for fair comparisons within our product range and for our intended use of the data.

However, we see certifications as a valuable complement. As the development continues, we will therefore explore how existing third-party-reviewed data from certifications could simplify reporting when it is methodologically compatible with our requirements for data quality and modularity. The goal is to avoid unnecessary duplication of work while ensuring that the data we use is comparable and robust.

Update 2025-08-18: Requirement for PCF for tender winners in volume launches

Requirements for Product Carbon Footprint (PCF) reporting will apply to 20 upcoming launches. In short, the supplier awarded the tender for these launches will be required to report the product’s carbon footprint using a platform provided by Systembolaget (CarbonCloud).
The first launches to include this requirement are those from Europe in September 2026, followed by launches from the rest of the world in December 2026. The specific launches concerned are listed in the Launch Plan.
The tender requests for these launches will be published in December 2025. Suppliers awarded the tenders will be informed starting in March 2026. The PCF data must be submitted by the product sample submission deadline for each respective launch.

Update 2025-07-01: The pilot is moving into the analysis phase.

The reporting phase of the pilot ended on June 30. The reporting platform is still open, should you want to enter data. We will start extracting and analyzing data on July 15th. Personal support resources are limited over summer but still available, see latest information on how, on tab "support and resources"

Update 2025-06-24: New functionality regarding transport in the CarbonCloud platform

  • Select fuel types: By default, PCF from transport is calculated based on country of production and sale. If you know the specific transportation routes you may add this. Now you can also select fuel types. Update transport routes that you have already created.

  • Country of production and sale: The product country of production and sale has been predefined in the platform. Now you can update these yourself if necessary.

New functionality in the CarbonCloud platform 

A new administrative feature is available in the CarbonCloud platform, allowing you to add colleagues and adjust administrative permissions. 

Deleting products; it is possible to delete purchased and sold products, providing that you do not have ingredients and/or suppliers connected to it, and that the product is created by your own organization (i.e you can´t delete products you have been invited to). 

Supplier engagement: You can view the status of invited suppliers and resend invitations. 

 Systembolaget's reporting manual has been updated and clarified 

In version 1.2 we have made the following changes: 

  • Clarification that the requirements aim to enable a qualitative PCF. 
  • Clarification regarding reporting of cultivation data. 
  • Appendix 2 Data points – more detailed information 

 Reporting period is prolonged to 30th June 

The reporting period has been extended to June 30. This also means that the weekly Q&A meetings will be extended. The last Q&A meetings will be held: 

  • Monday, June 30, 5-6 PM CET
